On Thursday, December 19, President Félix Tshisekedi of the Democratic Republic of Congo (DRC) announced major changes to the military leadership (Tshisekedi Replaces Military Chief). He replaced the army chief and reassigned several high-ranking officials within the armed forces and Republican Guard. These moves come as part of a broader strategy to strengthen the country’s defense system.

Key Appointments in the Military

  • Lt Gen Jules Banza Mwilambwe: Tshisekedi appointed Mwilambwe as the new Chief of General Staff of the Congolese armed forces, replacing Gen Christian Tshiwewe. Mwilambwe previously served as Deputy Head of the Military House of the Head of State, where he oversaw operations and intelligence.
  • Gen Christian Tshiwewe: The president reassigned Tshiwewe as an adviser to the Head of State. A decree read on RTNC TV explained that “necessity and urgency” prompted the change.

Changes in Military Zones

  • Gen Pacifique Masunzu: Masunzu now commands the zone covering North Kivu province, where the army faces off against M23 rebels. He replaces Gen Chico Tshitambwe, who moved to the First Defence Zone, which covers Kinshasa and several western provinces.
  • Maj Gen Clement Bitangalo: Bitangalo has taken command of the Second Defence Zone.

Leadership Updates in the Armed Forces

  • General Christian Ndaywel: Ndaywel becomes the Chief of General Staff of the Land Force.
  • Maj Gen Jean Roger Makombo: Makombo will now lead Military Intelligence.
  • Brig Gen Jean Bertemance Mulume: Mulume takes the position of Deputy Chief of Operations.
  • Brig Gen Mbuyi Tshivuadi: Tshivuadi has been appointed Deputy Chief of Administration.
  • Lt Gen Jacques Nduru: Nduru has returned as Deputy Chief of Staff for Operations and Intelligence.
  • Gen François Kabamba wa Kasanda: Kabamba has been named Deputy Chief of Staff for Logistics and Administration.

Reorganization of the Republican Guard

Several appointments have also occurred within the Republican Guard, the elite presidential security unit. These changes aim to enhance security and improve operational effectiveness during a crucial time.

Context Behind the Shake-Up

The military reshuffling takes place amidst escalating conflict in North Kivu. On December 18 and 19, M23 rebels captured more territories and advanced toward Butembo, a major commercial center. The Congolese government acknowledged the advances but attributed them to strategic withdrawals by the national army.

Implications of the Restructuring

President Tshisekedi’s decision to overhaul the military structure signals a strategic response to the growing security challenges in the country. By appointing trusted and experienced leaders to key positions, the government hopes to strengthen its defense capabilities and effectively tackle ongoing threats.
