The Rwandan government has recently authorized health centers and private clinics to perform legal abortions. This decision aims to improve accessibility to abortion services by allowing lower-level facilities to carry out procedures under specific conditions and proper oversight. These changes address longstanding concerns raised by non-governmental organizations (NGOs) that legal abortion services were often inaccessible due to their restriction to higher-level medical centers.
Legal Grounds for Abortion in Rwanda
Abortion in Rwanda is now permitted under the following circumstances:
- Pregnancy in Minors: When the pregnant individual is a minor.
- Rape Victims: When the pregnancy results from rape.
- Forced Marriage: When the pregnancy occurs due to forced marriage.
- Incest: If the pregnancy is caused by a close relative (up to the second degree of kinship).
- Health and Life Risks: When the pregnancy threatens the health or life of the mother or child.
Ministerial Guidelines for Abortion Procedures
A Ministerial Order issued on November 29, 2024, outlines the specific conditions under which abortions can be performed. Article 5 specifies that authorized health facilities, including hospitals, health centers, and polyclinics, are eligible to perform abortions. Private clinics that meet the Ministry of Health’s standards can also offer these services after a thorough evaluation by the Ministry.
Improving Access to Abortion Services
Rwanda boasts over 512 health centers, and the government has a plan to train medical staff at all these centers over the next three years. This initiative will ensure that abortion services, once limited to hospitals, become available at local health centers, making them more accessible to the public.
The Health Development Initiative (HDI Rwanda) has praised these changes. They highlighted that the decision is a critical step toward safeguarding the health and rights of women and girls. HDI noted that these reforms will help reduce the harm caused by unsafe abortions, which have previously resulted in severe complications and even fatalities.
Statistics on Legal Abortions in Rwanda
Between 2020 and 2023, Rwanda Biomedical Center (RBC) reported 4,378 legal abortions. These procedures were performed for several reasons, including:
- 60%: Pregnancies resulting from rape.
- 32%: Pregnancies that posed risks to the health or life of the mother or child.
- 3%: Pregnancies involving minors.
- 2%: Pregnancies caused by close relatives.
- 1%: Pregnancies resulting from forced marriage.
